1.0 Introduction
With GST making everything user-friendly and available online it has become easy for users to access it. Of course, it will take us some time to understand GST portal completely, yet earlier the compliances were a nightmare for suppliers especially transporting the goods.
Earlier the documentation was different for each state since VAT laws was applicable and further it was not only difficult but time-consuming as well. Now with everything being available on the GST common portal it has become so easy for everyone to manage and file taxes.
2.0 Understanding E- way bill – What it is?
Way-bill is a document required by suppliers for movement of goods. For anyone sending goods of value more than Rs.50,000 (Rs.5000/- in UP) from one state to another, it is mandatory to get generate this bill and to keep it along with transportation of goods.
Otherwise, if the government caught you on the road without proper documentation, then your goods are liable for penalties and confiscation.
3.0 Goods permitted to move without the e-way bill
As said, to provide relief to hundreds of goods of basic necessities, there are as much as 150 goods prescribed in the ACT which are allowed to move without the e-way bill.

We will not bore you by describing all of them rather we will be discussing the ones of your interest. Yes, the goods we are going to discuss now are very important for every common man to know.
So let's discuss the movement of most common goods which are permitted to move without e-way bill.
#Common goods No.1 - Dairy products – Milk and cream
Dairy products are a necessity of every household. It is a daily requirement of our nutrition. Since, we require them daily, movement of these goods also happens on a daily basis. Hence, adding them in the list is probably a very good decision by the government. The following products are included:
- Fresh and pasteurized milk including separated milk, milk, and cream for eg mother dairy milk
- Flavoured milk with added sugar is not included in the list like the ‘amul kool’ and ‘horlicks’
# Common goods No.2 – Fresh and Chilled Vegetables
After milk the second basic requirement of every house is vegetables. Without movement of these, we will not be able to survive. Every state is interdependent upon each and other and hence movement of vegetables is imperative.
Every day trucks are going to and fro with vegetables. India being a populated country transportation of vegetables on a daily basis is very important.
The following are a few examples of the vegetables included-
- Potatoes fresh or chilled
- Tomatoes fresh of chilled
- Onions, shallots. Garlic leeks etc fresh or chilled
- Cabbages, cauliflowers, kale etc fresh or chilled
- Carrots, turnips, salad beetroot, salsify radishes and similar edible roots

Every morning we can see the harvest truck travelling and droping supplies at different store hence bread as well travels every day and is important for us all. It is cleverly added to this list. Brown, wheat, whole wheat and all type of breads are included except pizza bread.

Kumkum, bindi, and sindoor are the basic necessity of every Hindu bride. They are the prized possession and pride of women. Not a single day can pass without these items for any lady. The government keeping sentiments in mind has included this in the list. The rest of the objects are-
- Kajal (other than kajal pencil sticks)
- Kumkum
- Bindi
- Sindur
- Alta
#Common goods No.6 – Condoms and contraceptives
With India being the 2nd most populated country its safe to say that this is a good decision taken by the government. Condoms and contraceptives plays an important role in society.
As said prevention is better than cure it is always best to be prepared than being sorry later. With the abortion reaching a million in India it is mandatory for our country to realize the importance to contraceptives.
#Common goods No.7 – Books and printed media
Reading and writing should always be encouraged and promoted. Especially material like newspaper and journals which are used literally every day everywhere in different languages in our country. ‘PADEGA INDIA TABHI TOH BADGA INDIA’

Pooja or prayer material is also included. All the material which is used in prayer, worship or any religious ceremony is included in the list. The following are few of the things-
- Rudraksha, rudraksha mala, tulsikanthi mala etc
- Sacred thread
- Wooden khadau
- Pachamrit
- Vibhuti
- Unbranded honey
- Roli
#Common goods No.9 – Liquefied petroleum gas and Kerosine
It is the source of cooking food in many homes. Liquefied petroleum gas or LPG is used for cooking in households. It is only because of these gases that many stoves light every day.
- LPG for household or nondomestic exempted category customers
- Kerosene oil sold under PDS
#Common goods No.10 - USED PERSONAL AND HOUSEHOLD EFFECTS
Last but not the least; this is the most important for all of us. It is a relief for everyone who just got transferred, retired or is moving to another state because shifting a house is also movement of goods.
